The lower the number the better. CL is CAS latency, we want lower latency
Mhz the higher the better.
For CL (latency) the lower the better.
The "standard" combo is a 3200Mhz CL16 or 3600Mhz CL18 which have roughly equivalent performance.
For "better" ones usually it's 3200Mhz CL14 or 3600Mhz CL16. (Usually it's a Samsung B-Die chip too which can be overclocked better).
I wouldn't go below 3200Mhz especially if you're using Ryzen CPUs which scales really well with better RAM
Tbh at that level it's miniscule performance difference, almost can't tell the difference in real life performance and would probably only see a few fps differences in gaming. Price wise for a similar type but better Hz/timing can usually go $200+.
When you look at a ram that says "3200MHz CL16", you want the 3200MHz part to be bigger and the CL16 part to be smaller.
Make sure the ram is compatible with your motherboard and CPU combo first though. It is pointless to get a fast ram, when the motherboard and cpu doesn't support the speeds for it.

3600 cl16, I had these and couldn't overclock to that, and there's like a 5-10% increase in Cinebench R23 multicore with 3600 c16 compare with 3200 c16
I got ryzen 5 3600 with 2070s and there is some noticeable different on gaming fps with 3000mhz cl15 vs 3200mhz cl16.
3200mhz cl16 offers better fps on gaming so I overclocked 3000mhz cl15 corsair vengeance pro to 3200mhz cl16.
Do not pay more money for 3200 or 3400mhz rams. most 3000 (or less) rams are easily overclocked to 3200 or 3400.

In terms of the actual latency NS, CL18 @ 3600 is same as CL16 @ 3200, but 3600 will push through more data.
