I think the only DLC is costumes. Royal is already effectively an expansion to the base game.

Is the expansion on the actual disk or a digital code?
I don't know much about these games as I only get them for my little brother - but my understanding is that P5 and P5R are different games? Like with a completely different story?
My brother has P5, so would it be worth getting him this?

AFAIK It's the same story but they've changed some stuff and added some extra content. It's largely the same game, but an improved version that people recommend over the original. Seems like its a good choice either for people who have never played the original or are big fans who want to play through it again.
