No, it means you can connect the device to your local WiFi network and control whether or not the plug is on or off using an app.
I have it. It's useful for switching the power plug off my computer each night. No need to bend down and crawl under the desk to do it.
Why would you want to do that? (Turn it off at the PowerPoint)

Comparing the photos though, might be a more recent model.
I use Arlec plugs from Bunnings. Last month was able to find a couple on the shelf that were manufactured at end of 2019, that were flashable, but any of same model manufactured after that have had no luck flashing.

Can control it within your own home network without the need to connect to external cloud service.

Yes, all I could see were globes at the end of an aisle; marked down, but no indication that they might actually be useful enough to buy. The power plugs are more useful to me if they can be had.
Picked up some other goodies that were nice markdowns on fresh goods though; got a really, really fresh sponge cake which probably shouldn't have been marked down.
