Could even be from AliExpress if that’s a thing, as long as you know it’s legit and properly works (I.e. have purchased and used the phone yourself)
Ideally brand new or even refurbished. Used only if from Australian retailers just in case…
Must not be locked to a specific telco.

Low spec smartphones are basically useless as smartphones.
The cheapest bare bones smart phone you could get would probably be around $99 at jb-hifi.
If you want a cheap smart phone that is still decent you can get some very good smart phones for around $280 from brands like Oppo.
Yeah thinking about a $100 phone.
It will be terrible for any actual smartphone functions.
Green Gadgets, the ones the provide Boost with refurbished phones, are selling cheaper, refurbished phones: https://shop.greengadgets.net.au/ However, you can find cheaper and new ones if you try to look. Check past Target/Kmart promotions, for instance, and then go and check stock in your nearest Target/Kmart. You might find something for less than 100$. For instance, a month ago I saw in a Kmart some Boost phones for less than 25$, phones that were on sale on OzBargain last year. Even Woolies or Coles might have old stock for something for peanuts. In the middle of 2019 I bought the cheapest available Samsung smart phone for $230 from the Good Guys. I think the model is A20. It still works fine today.
Ask your friends and family for unwanted smartphones. Most people probably have a spare phone sitting unused in a drawer somewhere.
