Yeah seems to be only select people get it. Tried with 2 brand new accounts, I've never gotten an Uber or ubereats in my life and the code just doesn't work and got emailed nothing besides the standard $10 off first order by the looks of it. Yet my brother and his family did. :/
uber has a weird system
Set up an account for my old man who doesn't even know what uber is, let alone used it before. Used Tor browser with a PC. I have a $20 off $30 with my Westpac card, so used my card (never used on uber before). Had $50 of stuff in cart, It wouldn't let us checkout.
Contacted support and 3 days later they replied saying they want a photo of my old man's licence, photo of my license and a photo of my credit card.
Are they allowed to request photos of these. Not keen on sending to Uber (identity theft)?

Apparently they can request such ID in the t&c's. Dodgy company Uber … Can't stand them.

Back in September 2020, New2onlineshopping posted the full instructions for getting this offer. It's a little bit more complicated than just a new number & credit card.

In brief, you also have to create a new email & factory reset your phone (and possibly also create a new Apple account with this email, when setting up the phone).
