Isn’t it if you normally wear 24 but are pregnant you would grab this size and the waist stretches to 32”. Kind of like a size 6 maternity is not actually size 6 but would fit someone who is typically a size 6 but pregnant. I have a few petite pregnant friends who I think these may fit. Also the waist band sits low so doesn’t have to go around the bump at the widest part.
Does it have to be for maternity? Or can it just be for a big dinner?

first number appears to be [vague] waist size in inches, second number is inseam (also inches)
Size 24
Going to get a lot of hate but very few women have waist lines of 24 inches. Those who do are young, models and not pregnant.
