I believe it has been posted last time but i could be wrong.
While this is a good site to bookmark and check regularly, I don't think posting this site directly can be classified as a deal as during non-promotional period, they simply just list out all the merchants.
It would be better to post individual merchant's deals (they usually have their own promo page), when the offers are on.
This is the PayPal newsletter that is sent to PayPal Premier/Business members, and most of the good deals have already been posted individually on this site.
