I wouldn’t order here at all. My friend ordered shoes and got them delivered full of sand and dirty. Surfstitch didn’t accept a return and accused her, that she would have used them on the beach!!!
I've ordered many times over the years from Surfstitch and have never had a problem with deliveries or returns.
Sounds like your friend was pretty unlucky.
Wouldn't your friend have taken photos of them straight away if they were dirty and full of sand? Should be pretty easy to prove in terms of delivery time, etc.
Should also be able to do a chargeback or lean on Paypal if Surfstitch won't do anything.
I ordered from them since probably 2015 or something, and never had any issue, they are very efficient with returns too, like any big business possibly some one off issue,

This is a very regular sale that they have. They had an additional 20% cashback during Black Friday so compared to that it's not great.
