Coles has the Ulta3 nail polishes on clearence for 50c, at most stores. Though most are bad quality and made in PRC aka China, there are a few made in Australia.

Personally I don't know, as I've only bought the Australian and American ones.
I ve noticed this with the chinese ones. Usually it drys very quickly
They're not bad, I got some a few days ago. Colours are good. Quality is just as good as Cutex or others in the under $10 price range.
Just make sure you're using base coats so it doesnt stain your nails
