Exactly, that one is cheaper, not a bargain.
That cheaper card uses the infamous reference cooler which is a complete pile of shit.
I have a Gainward 670 which uses the same cooler and I can confirm that it is a little noisy - noticeably higher pitched than the other general fan noise from my PC, and more noticeable than the GTX285 I had previously.
That being said, if you're buying this it's for performance, not for your HTPC so while you'll notice it if you have your PC on in your bedroom and are trying to sleep, it's not annoying for everyday use.
That card is not OC and has a refrence cooler get facts right.
