Google play - also has the 4 seasons (in SD) on there for $6.99/seasons 1 and 3, and $7.99/seasons 2 and 4 = $29.96 for complete set.
So might be another option esp if you're on the android ecosystem.

I had a look via the Google tv app and it is only available in SD. YouTube lists it for HD but I have bought this previously and it was only SD so got a refund.

They must have just bumped up the price, it WAS $39.99 last week as well (saw it advertised elsewhere along with Superman: TAS which is still showing as $29.99). I was tempted to add to my streaming portfolio (I prefer physical media and then make a digital copy of my media to watch on my media players etc), but held off considering. I own Batman: TAS on dvd + bluray, have already converted the dvd version to "digital" myself AND the complete series was one of the first things I purchased via Google Play a few years ago. I think I can hold off adding it to my Apple library for now.
Side note, I wish there was a better method for Apple TV to select the episode of a particular series you want to watch (having purchased complete series collections previously). It takes a while to cycle through to the latest season of a show (eg: scrolling through to season 7-9 of 24 takes a while lol), I wish you could select season by season in a tv show menu rather than only being able to view from left to right. The only alternative way to do that (so far) is to buy every season individually but that's too expensive.
