Check again. All five of the titles in the smallest tier appear at the bottom of the listing for the 40 title tier. Same with the 17 title one, except they appear further up.

Books in lower tiers (5 and 17 item) are a subset of the largest (40 item) tier so if you want them all you only need to buy the entire 40 book bundle, not all three bundles.
