No, lowest level is #1 Club (No Gold), next level is #1 Club Gold. Although I dont see much difference between the two levels.

normal price - Hertz Gold has been free for AU customers for ages
so its always free why do they ask for credit card details to register?
Free and always has been except you pay for the next year if you wish to continue. thats automatic hence the need for the credit card. As OP says you need to cancel to avoid this charge.

I've found this useful - one of the benefits of booking with your Gold membership is that at a lot of their sites they have an area where your name is on a board and you just go to the allocated bay, collect your car and head off.
I think gold is there lowest level, and then you move up from there. I could be wrong.
it does say that the annual membership fee of $60 is waived
