I've been told by an RM Williams sales rep that The Iconic and maybe David Jones? are no longer going to be supplied boots under new their new sales agreement, so looks like they're just clearing out remaining stock

No, retailers can no longer sell through their online platform, and with Iconic only online, they've been pulled. This is all AFAIK, but going by their stock levels, looks to be true.

I have heard that they are not as accommodating as they used to be and it varies from staff to staff. I wouldn't risk it.

Obviously, the smallest sizes (and largest sizes) are usually the only stock left in a clearance. It's not rocket science.
Nothing indicates this is clearance stock though. They will restock it as usual.
