Whats the typical use case for these with thst kind of output? As a 100w laptop charger, this may work for 30 minutes. Many phones top out at 45w which is what many other smaller, lighter chargers can do anyway.

I have never seen these, but I do know that LG 21700 cells are commonly advertised in some higher end power banks off aliexpress. Usually they are indeed such cells but their rating is slightly out of spec but it's never been an issue nor enough to make it a bad product/deal. I imagine they are units that didn't quite make the cut and/or were barely qc fails for higher end use, or refurbished barely used cells.
Can't comment about this in particular as I dont have it, take that info as you will from having opened up hundreds of banks.

ZMI is a top-quality power bank manufacturer in Xiaomi's supply chain, whereas ZIME is produced by a low-quality OEM factory. Although ZMI has been acquired by XIAOMI, their core team has established a new brand called CUKTECH. If you are looking for a so-called "Luxury Power Bank," please avoid choosing the brand ZIME.
I was very very very curious if that's what they were trying to do.
It felt quite egregious and scummy to name after a well established and commonly known brand.
Xiaomi achieved great success with the release of their initial power bank, which was designed by ZMI. Numerous consumers mistakenly bought products from the ZIMI brand due to its imitation of ZMI's product line and subsequent strong sales.
