It's not for flashing (ie. changing internal firmware), but it does allow you to run homebrew on your DS.
Basically it's a cartridge, much like a normal game cartridge for a DS. However this cart has a slot for a micro-SD card, which you chuck things like homebrew and backup copies of your games on, allowing you to use on your DS.
The 'drivers' they are talking about is the software you need to put onto the SD card, so the cart can operate. But it's simple, just copy and paste some files.
