already own stream version DLC $18.22

don't own game or game pass subscription expiring but want to keep in your library!
better value with xbox launcher and own on pc and xbox with single purchase
free if you've accumulated enough microsoft rewards convert to xbox/ms giftcards

much cheaper than separately GGDEALS: DLC, GGDEALS: BASE GAME

        It appears to be one of the game pass offers, so yes you can buy it outright at this price if you have gamepass.
        You normally you get discounts on gamepass games to buy if I remember correctly
