Budget Media Server to Stream and View/Listen Content off-Line

Hi
I would like to build a tiny media server to host my videos and audios for viewing from an Android TV and most importantly offline watching for my partner who uses an ipad.
I only have about 200gb worth of content on DVDs and CDs I own

I was looking at plex on a RPi. I guess I would to have to pay for a plex pass to be able to do what I want to do.

Any suggestions please?

    Plex is pretty good - I use it on a refurb dell minipc, and it’s perfect.

    Mines a Gen 7 i5 and it has just enough power to transcode most 4K content on the fly

    Jellyfin is basically an open source Plex clone thats free. They have free apps that would let your partner use her iPad

    Have a look at the USFF PCs posted to this site. One for about $100 should be fine. Upgrade internal storage and optionally add a second SSD.

    I'm running Plex on a m700 along with other services. I tried a raspberry pi but found it to be unstable.

    cheap as chips laptop that isn't too old, from marketplace. Limit battery charge % or remove battery altogether for 24/7 use.
