You absolutely could (if your question was related to checking in Carry On), its battery size/capacity is too small to pose a threat AND the battery is already installed inside the fan itself + below the wattage threshold.
In fact they'd probably prefer you bring it with carry on, as for checked baggage you may need to pack it in such a way it does not activate accidently, or protect/block the on/off switch.
