This seems like a good deal. The image says it can take 27w input max, and output 45w max from a single port, while supporting passthrough.

I'm assuming its the kind where if you have 27w plugged in, you can only output 27w, and not 45w.

Yep, pretty much 27W output during pass through.

However the voltages and amperages available when I stick it on a tester are not quite limited to 27W.

      5V, 3A
      9V, 3A
      12V, 2.5A
      15V 2A
      20V 1.5A
      PPS: 3.3-11V 3A.

Interestingly it does let me pull 33W from it, when it has a ~27W input. (9V, 3A).

Yep, it's a good power bank if you need / value the particular features it has. But if you don't, there are cheaper options.

Key features are being very compact, up to 20V output and passthrough charging. Efficiency is ok (82%) but nothing special.

It also does PPS at 3.3V - 11V, 4A, which should enable faster / more efficient charging on some phones. 20V means you can top up a laptop in an emergency but efficiency suffers at 45W and it runs hot (as expected considering the size).

If you like the form factor but don't need 20V, IMO the Limeta EB40 from this deal is good value for the current price of ~$30.
