Most of the time with these Direct Shipping offers from overseas they use a premium courier service such as DHL which are generally quite expensive and could actually cost around $50.
I think you can be pretty sure these are both grey imports likely coming from the same warehouse in Hong Kong.
I'd rather buy the S3 from Kogan fro $20 more, TopBuy's T&C's are tricky. Kogan is straight up.

About our CHANGE MIND return policy, I think there is some misunderstanding about it.
Our 14 day change mind return policy is designed for situations where customer bought the wrong item or duplicate gift…etc By law change mind returns are not compulsory, and entirely voluntary for the retailer to offer.
So the item are still brand new and the restocking fee merely covers our handling costs for undoing the transaction…etc
Most of the times it's designed for homewares, not expensive electronics such as this, as the customer would have done their research and very very rarely request change mind returns.
We never accept non original condition items for change mind returns.
So change mind return policy is a totally different situation to Warranty policy.
