Opened the Promotions part within the Account section of the Uber Eats phone app and found this offer. I did not seem to find the same promotion within the seperate Uber app. Presumably targeted so your mileage may vary. I'm pretty sure I have claimed Uber One for free on this account in the past during different promotions so I don't think having done so previously is an exclusion.

I have $200+ uber gift cards in my wallet, no way they'll target me with this deal haha
same here they seem to intentionally not target users with a gift card balance.
