I havent used these but own multiple mjx ones. That rear wing is the thing that would concern me down at the skate park. If you are not flying over jumps this would be fine. Note also this is a brushed motor vs Brushless

Cheap Kmart RC with rechargeable AA batteries. My 5 year old seems to prefer them and they are a lot quieter than hobby RCs, can be driven indoors.
These do have throttle trim, so you can turn the speed right down if you want
I recommend this one which is $99 at my local Jaycar (not sure why it's reflecting higher price online). You can control the top speed on the remote so can increase as confidence increases up to 36km/hr. Not sure about gutter, but I slammed the wheel into a pole at top speed and it didn't break.
This or the mjx 16208 for $10 more?
16208 is an MT. Better for bashing. Buggies are generally more fragile and should used on a track. Not saying you can't bash them, just going to break things quicker.
We have HBX 16889A Pros and they're brilliant. Cop heaps of abuse from the kids and I at skate parks and dirt jumps. Can highly recommend.

China Hobbyline (CHNL) are well regarded in terms of bang for your buck. I recently got some 1500mah 2S packs for our 16889a's as the dinky original packs had given up. Yes, they were properly balance and storage charged, but I got them Xmas of 2022.
CHHL 1500mah are significantly bigger than stock, you need to modify some kind of tray so that they sit above the steering servo. There are 3D printable designs on thingiverse. Or get creative with a Dremel, some plastic and hot glue.
