Yes, I think the last genuine free Extra Perk was in January.
In February I did get "special Extra Perk from Everyday Extra … Enjoy a little more value with 10% off one shop at BWS. Simply spend $60 or more in one transaction". I don't think that counts.

You need Everyday Extra (paid subscription) for these kinds, but they will show up in boosters.
