I think it means that any of the tours you choose need a minimum of 4 passengers going (your two plus two other customers) on them. It's probably that there's no money to make if there are not enough paying people.

I have two questions about this, when it says in the terms about 4 passengers minimum does this mean the trip needs 4+ to go ahead in that 4+ people sign up for the same tour in general or that YOU must have a party of four AKA you have to pay for half of your trip?
Also, could you just spend the entirety of the funds on solo travel? I dont believe it says anything about that…
