OP has just provided a definition of being content
You can't choose to insure $100k of contents for $10k. If you do, the insurance company will pay just 10% of any valid claim. So if your loss is $10k, they will only pay $1k. It is called under insurance.

@Ponsonby: I'm aware they do it. It's still dodgy though.
They shouldn't even let you be under-issured if they're not willing to pay out $10k of coverage on more than $10k of stuff. That's the dodgy part. They're literally not providing you and will refuse to provide you anything in return for your money.
