NB: If you have a habit of flashing your HID headlights, this is a sure way to result in early failure.
Hence as other people have said, these are consumable items (which are usually only covered with a 12 month warranty)
Try replacing the HID bulbs first! - Cheap on AliExpress
If you have time, then learn on youtube how to change it and DIY.
If it's average 12-15 years and yours lasted 9 that seems pretty reasonable, some are always going to be less than average (and it comes down to individual usage as well). There's no indication it's due to faulty manufacturing. You're likely just going to spend a lot of time and still have to spend the money too.
This. I would pull the light assembly out to get the part number, order the equivalent from AliExpress, watch a few YouTube tutorials and diy it then just move on.
Have you tried replacing the HID Xenon lamps?
They are very cheap to buy on AliExpress
Check the car manual to make sure you buy the correct ones - same specs all round
I think the dealer diagnosed the it's the Ballasts but you're correct, there's no harm in trying the replacing Xenon bulbs.
You can always save them for the future if it isn't the bulbs.
I replaced my original 9yo Xenon bulbs with the original equipment Osram about 6 years ago. Still working today. I turn them on day and night so probably have a shorter life expectancy but 9yo is good. Cost me $160 shipped from the UK.
I checked out the AliExpress ones, damn, $20 for a pair delivered. I prefer Osram but for 1/8th of the cost, I'd try AliExpress next time.
Took me about 1 hour to replace both globes.

A quick search shows Generic and OEM 2015 Lexus HID Ballast from $65 to $200… I would definitely check alternate means of replacement… hopefully its not one of those parts that gets coded to ECU or some other module though
If both are flickering and they have individual ballasts, it almost certainly won't be the ballasts. Switch,relay,loom,bad earth,or other electrical fault. If you are 100% convinced it's ballasts just buy a generic HID conversion kit that comes with ballasts,globes and CANBUS add on.
You'll never get a reputable, acceptable tech answer to support your case .

All lights no matter what kind are rated for hours of use, if you only drove in the daytime they could last the life of the car.

You’re in the average range. Some last 20 yours plus others last 10. Simplified 20+10=30 average is 30/2=15.

I'd be doing some investigation myself checking forums etc than wasting time fighting this it could be a $200 fix.
But "I'd fight them till the end under the ACL" sounds like you've made up your mind so why come here?
Just buy some new ones or spend the labour on figuring out why. Buying new is most likely going to be cheaper.

It's a consumable part. Philips offer a 3 year warranty.
Why are you taking a 9 year old car to the dealer for repairs? Get an auto electrician to fix it.
