Not sure whether it is targeted, but got an email about this offer, and able to activate on the deal page. While not many TopCashback US retailers can be used in Australia there are some common ones such as Temu, Aliexpress, Klook that be tracked

For example, Aliexpress is currently running 14% cashback in TCB US https://www.topcashback.com/aliexpress-by-alibaba/

To cashout the cashback, you can cashout through paypal it will turn into USD balance where you can use to spend USD directly or convert back to AUD and send to local bank account
