Pretty sure that'd be a "no".
But the point is to get what is normally a paid DLC while it's temporarily free, and then you can buy the base game sometime in the future.

That might be the case if you're trying to download it from the eShop on the Switch itself.
I tried it using the web direct link above and had no issues "purchasing" it, even though I definitely don't have the base game on Switch.
