I believe this code is for some "inactive" account with no purchase activity for long time.
Not really, it is targeted to those with a PAID prime membership but haven't shopped on the app recently. Website shopping doesn't exclude you from the list.

You're already spending money frequently enough, so there's no incentive to give you a discount.

You would have noticed it if you are targeted. It shows up in almost every single listing (inc 3rd party) except Amazon global store items.
