I run HA as a docker container and have from the get go. Meross plugs including these exact ones work just fine.

They connect via wifi, yes. They just use bluetooth to let the app discover them for easier setup

That is so very very different to what the OP has done. USB-C will negotiate voltage and current with the device. A barrel jack doesn't.
