This is a really bad concept. Printers do not simply produce rulers. The file must be transformed so that it may be submitted to the print driver. To get the file to be exactly scaled, you would need to understand the various points at which printing a document like this might adjust the size. Paper size, margins, scaling, etc.
I think they send you a printed copy of the height chart, not digital version
