Last time my US citizen wife went to the consulate in Melbourne, there was a phone you could call the US there
There is no Canadian consulate in Brisbane

If your Belong plan has overseas calling credits, then perhaps use that. If not, have a look at Skype and their rates.
My Skype credit for just this sort of thing is gone, now that MS shut it down.

Amaysim sell prepaid international call "packs" for $5 or $10, does Belong do the same? Google suggests yes.
The hassle of setting up a voip account is probably not worth the time to save $4.

That's only free within Canada. Generally, freecall numbers don't work at all from outside their country, and if they do, your local telco will still charge you for the overseas call as they have no arrangement to bill the freecall number owner.
Yep - any 0011 call is typically charged at the international rates of your provider.

From above it looks like it can be a cheap add on for a month on your mobile plan. Another option is Viber. Via the App you can buy cheap OS minutes to call fixed and mobile numbers. I use this when OS for calls so i just need to buy a data only travel SIM, but a lot of groups OS use WhatsApp anyway.
Just reverse charges the call. Tell them you are an important Canadian. I'm sure they'll accept.

I don't understand why someone needs to ask how to make a phone call anywhere in 2025 …. is expensive phone calls still a thing you know "with the internet on computers" these days, VOIP and all !?!
How many times do you have to call Canada? Phone calls aren't even that costly. How much are you trying to save?
If it's just a few calls, the easiest is just to ask a mate who can clam overaeas for free (nearly all the optus plans i've seen have this) if you can use their phone or setup a conference call with them and have them dial.
I used to use skype for this, but Microsoft shut them down without a replacement for landline calls.
I'd suggest a service like Viber out. You can purchase PAYG credit.

Not sure about iOS.
Use a VPN to be to download it from the Play store, otherwise it'll tell you it's not available in your country. It works pefectly fine afterwards without a VPN.
If you have international Zone 1 calls on Telstra, Optus or Vodaphone or TPG (or others), could this work?
