No, the device will communicate with the charger and set one of those voltage levels. Current is variable though.

Why do you make that assumption? Most USB chargers like this can't boost the voltage. I'd err on the side of caution, but that's just me.

Just make sure it can do 20V output off a 12V input, many can only do it off a 24V input.

Not enough juice to have them on much longer. I've got a similar light with a 10W panel and two 3000mAh 18650s and I'm very happy with that.
