Yes, it would be better not to add a phone, unless you plan to pay off the phone in 12 months.

It looks like Voda does include minutes for zone 1 country for Lite+ Plan and above.

For me, it seems only work with wifi modem support CHAP as authentication mode for APN settings, with roaming enabled.
