The 450D kit lenses are IS (Image Stabilised).
That being said Kit lenses are cheap. You'll get much better quality from a Nifty Fifty (50mm f/1.8 - ~AU$150) than from any of the kit lenses.
That is the coolest lens. I pretty much don't use either of my 2 kit lenses anymore and just keep the 50mm. You can get it for $100 though.

I just got a Canon EOS 50D Premium Kit with 18-200mm IS lens with additional 2 years warranty (Total 3 years) for $2300. Not sure if it is a good price.
