Which is 16 dollars only? (LED's come with drivers not transformers)

Is it just the stainless that I'm paying 33 dollars for?

  The biggest difference is in the quality of the stainless steel. Those who live by the ocean/salt water will know that lower grade stainless steel is prone to rust and corrosion.
  
  316 stainless steel is a much higher grade, and resists this rust and corrosion.
  
  The lowest price I could find on eBay for a square, 316 grade down light kit was $49 (not including the driver or LED)
  
  As for the driver/transformer;
  Typically LEDs run off drivers, yes - however the LED globe included here is designed to work off many types of drivers and transformers too (such as the electronic halogen transformer included in this deal)
