        • I'm not an IP lawyer but no it's not. or at least not clearly. It's more a question trademark violations. Trademarks are specifically around the names of shows or characters not their images (which is copyright and another matter).

          A lot of these shirts tend to get around copyright and trademark laws by not using images or trademarked terms.

          For example, one shirt I have is a sporting team styled shirt with the words 'exterminators'. It's clearly a Dr Who shirt, but it doesn't use any copyrighted or trademarked terms.

          Disclaimer: I've worked with many entertainment and music licenses over the years. I'm part of the eBay VERO program and have sent breaches of IP on many occasions and the outcome has always been in our licensees favour. It's a matter of whether some IP holders police it or not.
