You're right same on the Steam US site. You would need a VPN and change to a US billing address too. It's probably a breach of Steam terms and conditions to do that. So getgogames is probably easier and without the risk of getting your Steam account restricted

No. They have pricing for different areas of the worlds.
Amazon and Steam do seem to try to outdo each otherduring sales.
Look at me comment above about it being easier not to get it directly from Steam. 3rd party sites are a great way to get around Steams region pricing issues
