    I doubt its illegal as even government owned enterprises offer discounts for foreigners (read http://www.countrylink.info/travel_passes/backtracker_pass)

    But at the end of the day theres other things relatively similar to that which are cheaper and available to us so, no deal from me.

    • I can think of a few memberships with similar conditions too, exclusive clubs etc.
      At $20 I would be very surprised if this was the case, maybe you could mention them. There seems to be quite a few bargain "HUNTERS" watching.
