I saw these on sale at Target in Morley Galleria today.
It's just one "decoration" in each packet.
The "decoration" just appears to be made of a couple of layers of thin card - I didn't think to measure it at the time or include something for scale in the photo - from memory the decoration is probably about 6cm diameter.
There were about 30 located at the tills.
The original price was $2 per decoration (as per the price printed on the packaging), now reduced to $0.05.
