Can I fit a 700x25 tyre on a 700x23 rim?
700x25 will fit fine. Your rims will fit much larger tyres - usually it will be the brakes or the frame that get in the way.

Don't underestimate the value of good tyres! Makes all the difference (unless it's a kmart bike, in which case, toss it in the bin).
