You're comparing mono-crystalline to poly-crystalline. The closest comparison I can find is a folding panel kit for $299 (pickup only)

Polycrystalline panels are old tech and are being sold out at discount prices. The OP's panel is a newer monocrystalline which costs more and lasts longer. I can't be bothered explaining the other differences, you can find out for yourself.
That said, I'm not too impressed by the price on this deal. There are definitely better deals to be had for this wattage and monocrystalline.
Seems these do not include a regulator.
These are $145 at low energy developments all day long also with free shipping on their eBay site.
