I think 720p is acceptable for a screen of this size, unless you are sitting 2 foot away from it.
Whether it's acceptable or not really depends on what you use it for.
I can tell you from experience that PS4 downscaled to 720 on 768 screen is not pretty.
Hadn't tried PS4. But 1366x768 is perfectly fine through the PS3 on my 32" LED TV that i use in a bedroom.
I'd have to say you must have some video configuration wrong either that or your TV or HDMI cable is faulty.
I was about to write if this tv could be a monitor replacement. But based on Kamoi's comment I got that answered (NO).
For use as a monitor i'd suggest a 1080p screen TV with HDMI and make sure that your computer has a HDMI port.
I bought this from their last lunch time deal and I have to say, I am pretty happy with this TV. I use it with my Xbox 360. The picture quality and response time are very good.
