I took out the American Tourist spinner bag because that was considered as a "bulky item" and not covered under free shipping. However, thats only $10. There's still another $10 somewhere under the rest of my order.
I've put it through anyway and prob send them an email to ask how they got this and see if they are willing to refund me the $10.

Maybe the % off items are excluded from the $50 threshold or they are screwed up and not working/linked correctly to this deal, this is my guess.
Can anyone confirm a certain item that has this issue or does it seem most/all % off items are having this issue?
If AFTER subtracting the relevant discounts that apply to items in the "x % off" sales the total of your items is still over $50, then shipping should have been taken off, just before you confirmed payment. It worked for me, and I had various "discount items" in my cart.

Found two Logitech touch mice I actually wanted to try out, cheaper than usual suspects and one another 20% off and a Netgear network over power kit, also cheaper than usual suspects and another 20% off. With some $1 glue (thanks kabigon!) was able to split the order, used up both BDAY and THANKYOU vouchers, and all I paid for the lot, using my remaining store credit (thanks OzBargainers!), was some 30 odd bucks. Good deal!
No issues with postage here, was taken off as soon as I hit $50 before taking off the 20%.
Ordered some Bioglan multivitamins. I am not sure how they are able to do that cheap when CW/PD or any other online pharmacy cannot match their price.
