Infinity 1.0 game does not work with the 2.0 characters.
You will only need at least 1 playset character from each playset to complete those story modes.
You will need to have scanned each power disc/character once in your game to complete the hall of fame though.
I don't have any power disks. Do I need them to finish the game?
No - unless you want to collect/complete everything the game has to offer.
No Power Discs are required to finish the 3 main story modes (The Incredibles, Monster's University and Pirates of the Caribbean).
I'm guessing it is just the characters that are on a good price right? the game itself is still at full price?

Yep can confirm same in Boronia Vic. Just picked up 4 characters for the kids, still heaps there.
What is the difference between the $5 characters by themselves and the pack of characters for $15? Do they do different things?
The $15 playsets consists of 1 playset piece and 2 characters of that playset. Letting you play an extra story mode to the 2.0 game.
So the characters you can buy by themselves, you need a playset to use them?
You can use the characters in what's called toybox mode, which is sandbox style. The playset has an extra piece that gives you levels based on the characters. So the spider man one has spider man story driven levels.
