So I've been keeping an eye on the prices of the LG G4s since they've been released. Look like they're getting cheaper and cheaper! I'm a dual sim user dual to having a work and personal sim.

Yep there are cheaper versions if you want a single sim version. I require a dual sim phone, at the moment you pay a bit of a premium for the H818s (dual sim) over the H815s (single sim).

Is both slots 4G or do I need to switch SIM to the 4G slot whenever I need it?

This is likely to be the H818N variant and unlikely to be the H818P variant which will work on 4GX (700Mhz) in Australia.
