It was free originally. It only released the other day and has been free since it's release, much like the other free Arkham Knight DLC someone was making a post about the other day.
There's plenty of little goodies for free for this game on the store, and there has been since the game launched mid-2015, why we're making posts about it still now is beyond me.
Edit: I suppose I shouldn't be too much of a dick, lots of things on here aren't really necessary either, and free stuff is free stuff.

It says the DLC is for PSN, so the DLC is for the PlayStation versions of the game.
Since the game is current gen exclusive, it's obviously going to be for PS4.
