Basic cheap 200mm mini bolt cutter.

Great for around the home. Cutting screws, wire, little luggage padlocks, nails, anything up to 3mm mild steel.

    I don't think anyone accidentally left their nuts out …
    
    With nuts-n-bolts you can usually just remove the nut then pull the bolt out, therefore this type of tool is much more commonly used to deal with 'dead' screws.
    
    Yo OP, my favourite text in your post is 'little luggage padlocks' … though notably those little things can usually be 'picked' with a damp twig.
