Been doing research for my partner to see which PHI she should go with. Came across this deal with CUA Insurance.
Free for the first month.
Savings would equate to the cheapest premium for your needs at any PHI (not just CUA).
For her it is a savings of approx $62 if we take the cheapest premium possible at Frank Health Insurance.
Switch to another PHI company after the first month.
I can't find any other Ts & Cs besides "* First month free is offered only to new policy holders who join via CUA directly and cannot be used in conjunction with any other offer."
So I'm assuming yes but you'd still be in the waiting period during that first month.
Good for minimising MLS but probably not for actual use.
If you already have top hospital & extra cover, you may get it for free the first month with waiting period waived. If you currently don't have the top cover, you need to serve waiting period again.

Join CUA Health and we’ll break the news to your other provider, cancel your policy and transfer over any served (or partially served) waiting periods to your new policy
So you should be able to waive or transfer the waiting period when you switch (depends on how many month you have previously served the waiting period for. And transferring and waiving period only apply when you switch to a same level to your or lower level cover.
So I could get the top coverage on both hospital and extras and quit before the first month with no charge whatsoever?
